• 048 <br /> Al Goals and SCODe of the GxantisProoram for Hinoritv <br /> KIPS _gstucation <br /> The intent of the AIDS Control Program in offering grants <br /> for minority initiatives in AIDS education is to reduce the <br /> spread of AIDS in minority communities in North Carolina. <br /> The AIDS Control Program recognizes five important facts: <br /> 1 . People of color have been disproportionately affected by <br /> AIDS in North Carolina and in the nation as a whole. This <br /> situation is likely to continue for the forseeable future. <br /> 2 . Within minority communities , men who have sex with other <br /> men and intravenous drug users have accounted for most cases <br /> of AIDS. Women who are the sexual partners of bisexual men <br /> or IV drug users are also at risk, as are their unborn <br /> infants . <br /> 3. Minority adolescents need AIDS education because the sex <br /> and drug practices that place people at risk for AIDS are <br /> often established in adolescence. <br /> 4. The behaviors related to sex and drugs that place people <br /> at risk for AIDS are amenable to change. <br /> 5 . The most effective campaigns to educate and facilitate . <br /> behavior change are culturally sensitive and will, be <br /> conducted at the local level by community agencies that have <br /> access to , experience with, and the trust of the target <br /> populations. <br /> Therefore the specific goal of these grants is to provide <br /> community agencies with funds for innovative projects to <br /> educate people of color about AIDS and to facilitate behavior <br /> change among those whose sex and drug practices place them at <br /> highest risk for contracting or transmitting the AIDS virus . <br /> The AIDS Control Program will emphasize communttv-based <br /> interventions, in these awards . . It is most important that the <br /> interventions are provided in the setting where there is the <br /> opportunity for the greatest impact on the target population. <br /> Local health departments have primary responsibility for <br /> the control of all communicable diseases and conditions , <br /> including AIDS. Optimum control of the HIV epidemic requires <br /> careful coordination of educational and other control <br /> activities at the local and state levels. - Therefore, awards <br /> will be made only when there is clear coordination and <br /> cooperation with local health departments serving the area in <br /> which the project will be carried out. <br /> • <br /> • <br /> P-4 <br />
