014 <br /> RECOMMENDATIONS FROM THE AGRICULTURAL DISTRICTS ADVISORY BOARD (approved 5-16-88) <br /> June 21, 1988 <br /> 1. Request the county to include Farmland Preservation in the Land-Use Plan. <br /> 2. Recommend the county adopt ordinance for agricultural districts following <br /> the committee's draft as closely as legally possible; AND <br /> 3. Adopt policies for Purchase of Development Rights under G.S. 121-37 and C.S. <br /> I60A-403 IN agricultural districts upon request from the farmer. <br /> 4. Set up provisions for donation of development rights and lease of develop- <br /> ment rights under the purchase of rights policies. <br /> 5. Recommend the County Commissioners go back to the Legislature to get Use- <br /> Value Taxation changed so that when farmland is sold by one farmer to another <br /> farmer the deferred tax is not due. If the real intent is to preserve <br /> agriculture, the deferred tax should by due only if changed to another use. <br /> 6. Request funds, for purchase of development rights on agricultural land and <br /> natural areas in the county. <br /> 7. Recommend the county adopt the LESA.,. point system as a means of evaluation <br /> to decide where agricultural districts and purchase of development rights <br /> will be allowed. <br /> 8. Recommend the Commissioners send a letter to the Legislative Research <br /> Commission by July 1 in support of recommendation No. 5. This is the <br /> date the LRC wants all suggestions. <br />
