Seconded by Yuhasz. <br /> Yuhasz suggested that Chapter 7 be re-written to <br /> broadly state what the revenue items are without the <br /> specificity that is included in the current Chapter <br /> 7. Black responded that Chapter 7 needed to stay as <br /> is for implementation purposes for Planning and <br /> Recreation and noted that Yuhasz's suggestion could <br /> be added as Chapter 8. Yuhi.sz responded that he felt <br /> it is not the responsibility of the Planning Board to <br /> decide on specific funding. <br /> VOTE: 4 in favor (Yuhasz, Pilkey, Lewis, Eddleman) . <br /> 5 opposed (Jacobs, Cantrell, Best, Taylor, Dickinson <br /> all felt that Chapter 7 should be included) . <br /> MOTION: Jacobs moved that the Planning Board support Chapters <br /> 1-7 insofar as specifying the method for implementing <br /> the Plan and that the County is committed to <br /> expanding the Occoneechee Mountain park site and that <br /> it be included in the Plan. Seconded by Dickinson. <br /> VOTE: 8 in favor. <br /> 1 opposed (Yuhasz - per discussion was not in favor <br /> of the Recreation and Parks Plan) . <br /> MOTION: Taylor moved that the Master Recreation and Parks <br /> Plan be incorporated as the Recreation Element of the <br /> Comprehensive Plan. Seconded by Cantrell. <br /> VOTE: 8 in favor. <br /> 1 opposed (Yuhasz - same as previous vote) . <br /> MOTION: Cantrell moved that a higher percentage from the <br /> Five-Year CIF be committed to parkland acquisition. <br /> Seconded by Lewis. <br /> VOTE: 8 in favor. <br /> 1 opposed (Yuhasz - felt this was not a decision to <br /> be made by the Planning Board) . <br /> Adjournment time was reached. <br /> MOTION: Yuhasz moved extension of the xteeting to address <br /> Agenda Items #11 b, c, and d and those items <br /> scheduled for public hearing on May 23, 1988 having <br /> to do with Land Use Plan Update (Agenda Item #10a) . <br /> Seconded by Cantrell. <br /> VOTE: Unanimous. <br />
