Comprehensive Plan en ents (2/22/88) <br /> (1) Designation and nco poration of the Master <br /> Recreation & Pa s P an as the Recreation <br /> Element of the mpr hensive Plan <br /> Presentation by Marvin lli s. <br /> 1 <br /> This agenda item is for he onsideration of the <br /> proposed Master Recreat* n & Parks Plan for Orange <br /> County and its incorpor ion as the Recreation <br /> Element of the Comprehe ive Plan. <br /> The proposed Master Rec ati n & Parks Plan was <br /> initially presented at blif hearing on November 23, <br /> 1987. As a result of c izen and advisory board <br /> concerns, revisions to e original document were <br /> proposed and subsequently presented at a second <br /> public hearing on February 2 , 1988. A proposal was <br /> also presented to incorpiorat the Master Recreation & <br /> Parks Plan as the Recreation Element of the <br /> Comprehensive Plan. <br /> The proposed revisions affected only the greenways <br /> portion of the Master Recreation & Parks Plan. <br /> Proposed natural conservation areas were deleted, and <br /> active recreational trails were retained. <br /> Due to citizen opposition voiced at the February 22 <br /> public hearing and concerns that the greenways issue <br /> would adversely affect bond funding opportunities for <br /> recreation improvements, the Board of Commissioners, <br /> at its March 15 meeting,' voted unanimously to delete <br /> the greenways element from the Master Recreation & <br /> Parks Plan. . <br /> At its April 4 meeting, the Board scheduled <br /> additional public hearings on the Plan for April 19 <br /> and May 2 to receive citizen comment on the parks and <br /> pools aspects of the Plan. <br /> At its May 4 meeting, the Recreation & Parks Advisory <br /> Council recommended that the planning principles <br /> contained in Chapters 1-6 of the Master Recreation & <br /> Parks Plan be incorporated as part of the <br /> Comprehensive Plan. The financial/funding data <br /> contained in Chapter 7 would not <br /> Subsequent discussions between the Recreation & Parks <br /> Director and the Planning Director have indicated the <br /> need to approve and incorporate the complete Master <br /> Recreation & Parks Plan (Chapters 1-7) as part of the <br /> 1 <br />
