118 <br /> 4 <br /> DEN LLOYD stated he does not oppose parks or swimming pools and that <br /> the decision to delete the greenways was a good decision. He made <br /> reference to the tax rate and noted that the schools have dire needs. He <br /> stated that the County cannot afford to spend money at this particular <br /> time on parks and recreation. He made reference to a contract to put <br /> sewage to his house and indicated that this line should be run before <br /> money is spent on parks and swimming pools. He is against the plan at this <br /> time but will support it when and if the time comes that Orange County can <br /> afford it. <br /> FERVEY MCGIVEK spoke in support of the Master Plan. He feels it is a <br /> farsighted effort by the County to address the needs that will exist in <br /> the future. He also supports the flexibility provided in the plan for <br /> implementing certain aspects of the plan. The plan should go to <br /> referendum and it is his hope that there will be parks in Orange County. <br /> pEARSON STEWART spoke in support of the Master Plan. The need for <br /> parkland will continue to increase and become more difficult and more <br /> expensive to acquire. He urged the County Commissioners to come up with a <br /> financial plan which will permit the gradual acquisition of both schools, <br /> sewers and parkland over a period of years because all are necessary. <br /> RDBLETAIMLE stated he is not opposed to parks and recreation but <br /> considers the plan a partial plan because the financing of it is not <br /> included in how to obtain what is wanted. The property owners cannot <br /> support everything that is needed. A financial plan is needed which <br /> includes all the people. He suggested a sales tax that would tax all the <br /> people. <br /> MARIE TATE stated there are no parks or recreational facilities for <br /> the children in Cheeks Township. She is not opposed to the Plan. She is <br /> for the future and what can be done now for those that have no facilities. <br /> She is against waiting twenty years for these recreational facilities. <br /> SUSAN WALDROP expressed her surprise at finding there were no pools <br /> or parks in Hillsborough when she moved to the area eight years ago. She <br /> feels the community does not have adequate parks or recreational <br /> facilities and thus Orange County may not be the attractive location in <br /> which companies may want to locate. Investing now to make Orange County a <br /> better place to live and work is making good use of the County' s tax <br /> dollars. <br /> ELETCHERREIMAK stated the proposal does not contain facts on how to <br /> fund it. He questioned how anyone could vote to support the plan. <br /> JEAN FORREST asked about a statement made by Mary Anne Black with <br /> regards to OWASA. Mary Anne Black explained that the Master Plan proposes <br /> a district park in conjunction with the OWASA reservoir and adjoining <br /> properties. Patrick Davis. Assistant Director of OWASA. explained that <br /> OWASA has participated in the discussion about a Cane Creek district park. <br /> They will review some development plans with the County in the upcoming <br /> months. There are recreation activities at University Lake which are <br /> provided by OWASA. The uses of the Cane Creek Reservoir and the <br /> appropriate funding would need to be determined. <br /> pAvuto SMUT r member of the Orange County Recreation and Parks <br /> Advisory Council, stressed and illustrated the need for recreational <br /> facilities.
