• 109 <br /> At its April 4 meeting, the Board scheduled additional <br /> public hearings on the Plan for April 19 and May 2 to <br /> receive citizen comment on the parks and pools aspects <br /> of the Plan. <br /> At its May 4 meeting, the Recreation & Parks Advisory <br /> Council recommended that the planning principles <br /> contained in Chapters 1-6 of the Master Recreation & <br /> Parks Plan be incorporated as part of the <br /> Comprehensive Plan. The financial/funding data <br /> contained in Chapter 7 would not. <br /> Subsequent discussions between the Recreation & Parks <br /> Director and the Planning Director have indicated the <br /> need to approve and incorporate the complete Master <br /> Recreation & Parks Plan (Chapters 1-7) as part of the <br /> Comprehensive Plan. <br /> At its May 16, 1988 meeting, the Planning Board <br /> recommended approval of the Master Recreation & parks <br /> Plan (Chapters 1-7) , excluding, however, specific <br /> proposals for funding the capital improvements program <br /> as contained in Tables 7-1 and 7-2. The Planning Board <br /> also recommended: <br /> 1. That the Occoneechee Mountain park site be <br /> included in the Plan and that a County <br /> commitment be made to expansion of that site; <br /> 2. That additional funding be provided for the <br /> acquisition of park lands during the five-year <br /> capital improvements program; and <br /> 3. That the Master Recreation & Parks Plan be <br /> incorporated as the Recreation Element of the <br /> Comprehensive Plan. (See attached resolution. ) <br /> RECOMMENDATION: The Administration recommends approval of the Master <br /> Recreation & Parks Plan (Chapters 1-7, excluding <br /> reference to the capital improvements funding <br /> program) , and its incorporation as the Recreation <br /> Element of the Comprehensive Plan. <br /> In response to item #1 above, the Administration <br /> recommends that the recommendation regarding <br /> Occoneechee Mountain be referred to the Town of <br /> Hillsborough for review and comment. <br /> In response to item #2 above, the Administration <br /> acknowledges the Planning Board's wishes to share its <br /> view for additional CIP funding. However, the <br /> Administration believes deliberation of additional <br /> funding should be a matter of annual budget process <br /> and review. <br />
