092 <br /> Orange and northern Chatham County. Mixed waste may be hauled to <br /> adjoining Alamance or Chatham Counties where there are no tipping <br /> fees. There will probably be some additional small loss due to <br /> illegal dumping. Since this is most likely to be from household <br /> and small haulers using pick ups and trailers, we have decided to <br /> keep these fees lower as well as to strictly enforce illegal <br /> dumping regulations. We have requested that Orange County <br /> enforce these regulations. <br /> We incur additional expenses and problems in arranging for <br /> asbestos disposal. Our new fee structure would reflect the <br /> difficulty and expense associated with handling this special <br /> waste. <br /> Requiring the University to pay a premium for the additional <br /> costs we will incur due to the anticipated state requirement for <br /> special handling of the power plant ash would allow us to recover <br /> the cost of the required ITC as well as additional staffing and <br /> excavation necessary. <br /> Key Objectives in 1988-89 • <br /> The coming year will be a watershed year for solid waste <br /> managment in this region. The proposed significant rise in the <br /> tipping fee is a sign of things to come. The key objectives for <br /> the solid waste management program are as follows: <br /> Properly manage and dispose of an estimated 90,000 to <br /> 112,000 tons of refuse and bulk materials in compliance <br /> with State standards; <br /> Determine and implement the optimal tipping fee <br /> structure for waste disposal at the Orange Regional <br /> Landfill; <br /> Finalize plans and acquire permits for continued <br /> operation of the present landfill, including the south <br /> side of Eubanks Road; <br /> - Construct required roads and erosion control projects <br /> on the north side; <br /> - Finalize procedures and-implement plan for-ash disposal <br /> and asbestos disposal; <br /> Expand existing drop-off recycling program and <br /> • implement pilot residential curbside collection <br /> program; and <br /> - Conduct effective public discourse on the results of <br /> the HDR Regional solid waste management study and <br /> develop a plan for future waste management efforts. <br />
