• <br /> 088 <br /> groundwater monitoring and analysis; <br /> additional engineering studies for extending the life <br /> of the existing landfill and opening the south side of <br /> the presently permitted landfill; and <br /> The two new components include: <br /> - a fully funded, permanent recycling program including a <br /> pilot residential curbside program budgeted at $119,000 <br /> and <br /> - an initial contribution of $100,000 equal to 1/15 the <br /> estimated cost of the landfill liner for the first cell <br /> of the south side of the present landfill. <br /> Additional information on the landfill budget is provided as an <br /> attachment to this letter. <br /> The significant increase in the landfill tipping fees brings to <br /> the fore the need to ensure that all waste is properly disposed <br /> of. We know from the experience of New Hanover County and other <br /> jurisdictions that rising fees may result in the opening of <br /> unregulated landfills and illegal dumping along the road. <br /> We understand that at least one new demolition disposal site has <br /> recently opened northwest of the present Eubanks Road Landfill. <br /> We are not aware of its exact location. We expect that, with the <br /> advent of higher tipping fees, others will open as well. I have <br /> enclosed a copy of the State regulations for these demolition <br /> landfills for your information. In addition, we know that Mr. <br /> Dexter Matthews of the State Solid and Hazardous Waste Management <br /> Section is available to advise on monitoring the opening of these <br /> sites and to work with the owners of the sites to ensure that <br /> they are operating legally and are aware of the limited types of <br /> material allowed in these sites. <br /> Our primary concern with demolition landfills is that materials <br /> other than the permissible dirt, stumps, rocks and inert material <br /> will be mixed with the legal materials and possibly create <br /> pollution problems and certainly be in violation of State stat- <br /> utes for sanitary or hazardous waste landfills. <br /> Our other major concern in the face of rising tipping fees is the <br /> pOssibility of illegal dumping. We have tried to keep the pro- <br /> posed landfill fees for cars and pidkup trucks lour—enough to <br /> avoid creating a burden on the small hauler. In spite of this, we <br /> expect that there will be some who will dump illegally to avoid <br /> the $3.00 fee for cars and the $5.00 fee for pickups and trail- <br /> ers, as well as larger haulers who may try to dump illegally to <br /> ' avoid the $12.00 per ton tipping fee. <br /> 1 ' <br />
