Margaret Lane Hillsborough, N.C. 27278 Dear John: The Town of Chapel Hill, as administrator of the Orange Regional Landfill, is considering a budget of $1,117,001 for solid waste management activities for FY 88-89 . The following tipping fee schedule for waste brought to the landfill would generate the revenue required to finance this budget: Garbage and refuse: $10.00 per ton Construction waste and bulk materials: $12.00 per ton Asbestos: $100 .00 per ton Coal ash from UNC Power Plant: $15.00 per ton Pick up Truck & Trailer Loads: $5.00 Car Loads: $3.00 This would generate the revenue required, assuming that we receive and estimated 101,250 tons of waste of all types. This is 90% of the total waste projected by HDR Engineering, our consul- tants, to be generated in Orange County in FY 88-89. We estimate that the doubling of the tipping fee for construction and bulk wastes from its present $6.00 to $12.00 would result in a 35% reduction in the amount that generators and haulers of this material bring to Orange Regional Landfill. This fraction could go to sanitary landfills in other counties which do not have tipping fees or to demolition landfills which can accept limited types of wastes. Our FY 88-89 landfill budget proposal—has three major—components to it, two of which are new this year. The base budget of $841,150 includes the following: all basic landfill operations; - special equipment for separate disposal of power plant ash from the University (separate disposal is being required by the state Department of Human Resources) ;
