086
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No. ( .
ACTION AGENDA ITEM ABSTRACT
Meeting Date: JUNE 6, 1988
SUBJECT: ORANGE REGIONAL LANDFILL TIPPING FEES
DEPARTMENT: COUNTY MANAGER PUBLIC HEARING: Yes X No
ATTACHMENT(S) : INFORMATION CONTACT: MANAGER'S
YES
OFFICE,X501
TELEPHONE NUMBER:
Hillsborough - 732-8181
Chapel Hill - 968-4501
Mebane - 227-2031
Durham - 688-7331
PURPOSE: To consider a request from the Town of Chapel Hill, Adminis-
trator of the Orange Regional Landfill, to establish a new
schedule of tipping fees beginning July 1, 1988.
BACKGROUND: Since the beginning of the joint partnership., the tipping fee
has been used to finance the cost and maintenance of the opera-
tions. The reserve from the tipping fees has been used to
purchase land, equipment, etc. The tipping fees for garbage
and refuse started out at three dollars per ton and increased
to four dollars at present. Cost for rubble such as construc-
tion debris and bulk material is now six dollars.
The new suggested tipping fee is ten dollars per ton for
garbage and refuse and twelve for ruble and bulk. Added cost
for liners, equipment purchase using a sinking fund method,
expanded recycling program, engineering cost, treatment of
leachate collection, equipment for power plant ash disposal
and resource recovery are reasons for the tipping fee
increase.
Please refer to the attached letter from David Taylor for
explanation of increasing fees.
RECOMMENDATION(S) :
The Manager recommends approval of this new fee schedule.
