(919)968-7700 (919)942-8541
May 19, 1988
Ms. Pamela K. Jones
Director of Purchasing
300 W. Tryon St.
Hillsborough, N.C. 27278
Dear Ms. Jones,
For more than fifteen(15) years the Town of Carrboro has featured a fireworks
display at our Annual Fourth of July Celebration held on the Carrboro Town Hall
grounds on July 4th. We understand that-a permit to "shoot" a fireworks dis-
play mist be received from the Orange County Board of Commissioners as stipu-
lated by the NC General Assembly. We submitted to you a similar request last
year and the following information proved adequate for the Commissioners to
approve our request for this permit.
The Town has been working with a professional fireworks company to actually
supervise the shooting of the display and this has taken additional time and
Board action. Therefore,we would respectfully ask that this matter be brought
to the County Commissioners in the most expedient manner.so that we may be as-
sured that this process will not endanger the signing of certain contractual
documents and the -purchase or binding of additional insurance to cover the
specific fireworks activity.
I hope that the following information is sufficient for you to forward our
permit request to the County Commissioners with a positive recommendation.
SITE: The fireworks will be shot over the former Town Hall Ballfield
grounds, located behind and adjacent to the Carrboro Town Hall
at 301 W. Main Street, Carrboro. This is the same site that
has been used in the past.
FIREWORKS/DISPLAY
SHOOTING: The fireworks display will take place between 9:00pm and 10:00pm
on July 4th, 1988. The actual firing will be by a professional
pyrotechnic expert with assistance and stand-by/back-up of the
Carrboro Fire Department. Only aerial display will be featured.
SAFETY: Safety supervision will be provided by the Carrboro Police De-
partment and will include both traffic and crowd control. Bar-
ricades and roping manned by uniform officers and Town staff will
be used-te-deftne- et=backTareas-from-the-firing-stte.
INSURANCE: Insurance of a general liability nature in the amount of $1 mil-
lion dollars has been confirmed by the Town's independent insurer,
the Chapel Hill Insurance Company. This additional insurance above
the Town's present policies cannot be binded until thirty (30) days
before the actual firing date. However, the Chapel Hill Insurance
Company has confirmed the insurance would definitely be available
through E&S Facilities, Inc. ,P. O. Box 220905, Charlotte, NC 28222.
This insurance will be bound on or after June 4, 1988 after all per-
mits and contractual arrangements are finalized. The Town guarantees
to provide the required $1 million insurance coverage for the Town.
