,;.
s .
258
applicant may find that he/she does not have all
of the necessary information, such as an
adequate plot plan, or health department
4 approval.
The current system was set up to provide maximum
convenience to the applicant. However, past
experience indicates that this "short-term"
convenience has been at the expense of thorough
review, and more serious problems may not surface
until after the permit is issued. The ramification of
insufficient review can result in poor quality of
construction, non-compliance with ordinances, disputes
with neighbors, and could possibly result in
structural failure of the structures themselves due to
future drainage and erosion problems. It is
impossible for staff to provide adequate review and
anticipate possible problems under the current
procedure.
'
- The following procedure is proposed:
1. Any person desiring a building permit will call
or visit the Planning Department. An application
form (attached) and detailed instructions for
completion (to be prepared) would be provided.
Once completed, the application would contain all
necessary information currently needed before a
“t.
permit can be issued.
2. The applicant would complete the application and
return it to the Planning Department. Upon
submittal, the application would be briefly
reviewed for completeness. The work effort
required by the applicant up to this point would
be no greater than that required at present. All
, information required by the application is
necessary before a permit can be issued. As an
additional benefit, the applicant would not be
required to wait for issuance at that time.
Also, applications could be mailed in from out of
town.
3. The planner responsible for permits would
complete to the extent possible a draft building
permit, with information provided • by the
- applicant, and as well as other basic information
relating to zoning. The draft would be
circulated to Current Planning and Erosion
Control for review and approval. Comments would
-
be due by noon on the following day. After
comments are received, the permit would be typed
and printed. Permits are automatically issued
and entered into the computerized system upon
typing. The review process will result in an
identical written draft prior to the final
issuance.
, .
,
