However, problems or issues connected <br /> with permits are often not apparent at first glance. <br /> Those issues invariably arise at a later date, often <br /> at substantial cost to the developer or owner, as well <br /> as the county. The Planning Department proposes to <br /> require submittal of an application for all permits, <br /> and issue the permit by 5:00 on the day after <br /> submittal. <br /> It would appear that a procedural change to allow a <br /> longer review time could be burdensome to the <br /> applicant. However, staff believes that the overall <br /> benefits will far outweigh any inconvenience_. <br /> Described below are examples of problems which have <br /> arisen in the past as a result of the existing <br /> procedure. <br /> 1. The county requires construction to be done by a <br /> licensed contractor, except where improvements <br /> are made by the owner and there is no intention <br /> to sell the property. In some cases, permits <br /> have been issued to unlicensed contractors. <br /> Also, property owners may obtain permits, have <br /> work done by unlicensed contractors, and sell <br />
