257
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date June 6., 1988
Action Agenda
Item # GB
SUBJECT: BUILDING PERMIT APPROVAL PROCEDURE
DEPARTMENT: PLANNING PUBLIC HEARING Yes x No
ATTACHMENT(S) : INFORMATION CONTACT: Mary Scearbo
Draft Building Permit
Application Form
TELEPHONE NUMBERS:
Hillsborough - 732-8181
Durham - 688-7331
Mebane - 227-2031
Chapel Hill - 967-9251
PURPOSE: To obtain support from the Board of Commissioners for
a procedural change in the issuing of building
permits.
BACKGROUND: Building permits are currently issued on a walk-in
basis, as a means to provide fast, convenient service
to applicants. However, problems or issues connected
with permits are often not apparent at first glance.
Those issues invariably arise at a later date, often
at substantial cost to the developer or owner, as well
as the county. The Planning Department proposes to
require submittal of an application for all permits,
and issue the permit by 5:00 on the day after
submittal.
It would appear that a procedural change to allow a
longer review time could be burdensome to the
applicant. However, staff believes that the overall
benefits will far outweigh any inconvenience_.
Described below are examples of problems which have
arisen in the past as a result of the existing
procedure.
1. The county requires construction to be done by a
licensed contractor, except where improvements
are made by the owner and there is no intention
to sell the property. In some cases, permits
have been issued to unlicensed contractors.
Also, property owners may obtain permits, have
work done by unlicensed contractors, and sell
