247 <br /> r1 ifu. 4 <br /> Presentation by Collins. <br /> This item is for consideration of (1) proposed <br /> ' amendments to the Town of Hillsborough Zoning <br /> Ordinance and the proposed Subdivision <br /> Regulations regarding development standards along <br /> 1-40 and I-95; and (2) a request by the Town of <br /> Hillsborough for Orange County to relinquish <br /> • administration .of its Subdivision Regulations <br /> within the Town's planning and zoning <br /> jurisdiction. (A copy of background information <br /> • is an attachment to these minutes on pages ) . <br /> The Planning Staff recommends approval of the <br /> proposed amendments and draft regulations as <br /> revised by the Town in the second draft <br /> (attachment to these minutes on pages ) . <br /> Jacobs asked about the status of the mayor's <br /> proposal to eliminate setbacks along, the streams. <br /> Janet Rigsbee, Town of Hillsborough Planning <br /> Director, responded that it is one of three <br /> proposals to be presented at public hearing on <br /> May 26. She continued that the Town's stream <br /> buffer requirement adds 50 feet to 150 feet to <br /> the edge of the floodplain and is more strict <br /> than any other buffer requirement in the area <br /> according to information received from Triangle <br /> J. One proposal is just to clarify. Another <br /> proposal is to reduce the requirement and have <br /> the stream buffer from the middle of the stream <br /> or the stream bank and the third proposal is <br /> delete the entire stream buffer requirement. <br /> When asked if she is familiar with Orange <br /> County's regulation she noted that the Town of <br /> Hillsborough has no water-quality critical area. <br /> Pilkey asked why the mayor favored no stream <br /> buffer. Rigsbee responded that, even though she <br /> could not speak for the mayor, it is known that <br /> he feels very strongly about the "taking of <br /> property" and indicated that the use of the <br /> floodplain requirements should be sufficient. <br /> • Jacobs asked the number-of streams-that-would go <br /> through the 1-85 and 1-40 corridors. Rigsbee <br /> responded that Cates Creek would be the only one. <br /> • Pilkey expressed concern that the full <br /> Hillsborough TAC did not review the draft <br /> documents. Collins noted that the TAC had been <br /> properly and sufficiently notified and referral <br /> to the TAC again would not be a suitable action <br /> for the Board to take. <br />
