Page 3 <br /> • Joint Public Hearing <br /> • January 26, 1988 242 <br /> Willie Laws said that the land available on the 5. 4 acre lot will <br /> not perk as he has tried to get it perked. If it would perk he <br /> would love for his son to live there. He feels like he is on <br /> Broadway as the headlights shine into his windows . <br /> Bill Crowther said that Highland Loop Rd. is a nice place to live. <br /> He respects the right to rezone property but then the headlights <br /> would be in his window. He prefers the zoning to remain as is . <br /> Horace Johnson said that the intersection is designated as a <br /> commercial node in the Pantry area study. <br /> Tommy Merritt said that there are alot of businesses on the south <br /> side of Town and that is a burden on Churton St. He iS in <br /> favor of the rezoning. <br /> Willie Laws presented 17 letters (see file) in favor of the <br /> rezoning request. <br /> BREAK: The Mayor received a report on a standing violation at the <br /> sewer treatment plant. <br /> ITEM #3: Rigsbee reviewed the changes that were proposed for the parking <br /> • section of the zoning ordinance. <br /> ITEM #4: Rigsbee reviewed the new section on buffers along the interstate <br /> r-- highways . She said that the Triangle J Council of Governments <br /> has reviewed the addition and it meets their standards . <br /> Neal Littman said that he is in favor of the buffer requirements <br /> and also of the parking changes and he supports their adoption. <br /> ITEM #5: Rigsbee explained the Road Classification System. <br /> ITEM #6: Rigsbee explained that a Parks Advisory Council will be needed to <br /> •review Subdivisions and ensure that they meet the recreation <br /> standards of the Subdivision Regulations . She explained <br /> the recreation standards of the. proposed subdivision regulations. <br /> • Rigsbee noted areas on the Park Plan that would be used for Park <br /> purposes. These are all areas already owned by the Town or the <br /> County. <br /> Poole-Kober asked if the Town lot at King, Occoneechee and <br /> Margaret Sts. could be designated park space. <br /> ITEM #7: Rigsbee explained that the Subdivision Regulations are taken from <br /> Orange County' s and edited to fit the needs of the Town. She <br /> distributed this first draft to the Town Board members, to some <br /> Planning Board members, to the Town Attorney, to Rich Ducker, <br /> to Brian Benson, and to Marvin Collins. With their input she <br /> produced the 2nd draft which is the 1st draft with changes noted i: <br /> red and this 2nd draft is what she is bringing to Public Hearing. <br /> Mayor Cates said that he had talked with Bob Rose and Rigsbee <br /> and they were in agreement that the Subdivision Regulations were <br /> in good form and that any changes that might be needed in the futu: <br /> could be taken care of as amenaments . <br />
