213 <br /> Subdivision Regulations within the Town limits and <br /> extraterritorial zoning jurisdiction. The Board of <br /> Commissioners approved the request. <br /> Since June of 1980, subdivision activity within the <br /> Town's corporate limits and extraterritorial zoning <br /> jurisdiction has been limited (3-5 applications per <br /> year) . Likewise, revenues collected from application <br /> fees have been minimal, ranging from $630 to $1050 <br /> annually. <br /> The Town, by way of a September 24, 1987 letter from <br /> Mayor Frank Sheffield, officially requested that <br /> Orange County release to the Town of Hillsborough the <br /> administration and enforcement responsibilities for <br /> the Subdivision Regulations. The request followed a <br /> June 9, 1987 proposal by the Town that Orange County <br /> release control of enforcement of the Subdivision <br /> Regulations. The Board of Commissioners agreed to the <br /> release on June 16, 1987 under the following <br /> conditions: <br /> (1) The Town provides Orange County with the <br /> opportunity to review and comment on the proposed <br /> regulations prior to adoption; and <br /> (2) The Town adopts and incorporates into its zoning <br /> ordinance and subdivision regulations design <br /> standards applicable within the Major <br /> Transportation Corridors of 1-85 and 1-40 and <br /> which meet, as a minimum, the Recommended Minimum <br /> Design Standards for the Interstate 40 Corridor <br /> and Other Controlled Access Highways as approved <br /> by the Triangle J Board of Delegates on May 27, <br /> 1987. <br /> G.S. 160A-360 (g) contains the statutory authority <br /> under which the County assumed responsibility for <br /> enforcement of its Subdivision Regulations within the <br /> Town's jurisdiction. The same statutory citation <br /> identifies the procedure by which the release of <br /> jurisdictional authority may be accomplished. The <br /> release of jurisdiction would not alter other services <br /> currently performed by Orange County at the request of <br /> the Town; i.e. , administration and enforcement of the <br /> N.C. State Building Code and the Orange County <br /> Sedimentation and Erosion Control_Ordinance. <br /> On December 31, 1987, the Hillsborough Planning <br /> Director provided copies of the proposed amendments. <br /> On January 26, 1988, the Town of Hillsborough <br /> conducted a public hearing on proposed amendments to <br /> its Zoning Ordinance and on draft Subdivision <br /> Regulations which would establish design standards for <br /> the 1-40 and 1-85 corridors. No action has been taken <br /> by the Town Board, pending receipt of Orange County's <br /> recommendation regarding the standards. <br /> 4, <br />
