In your letter you ask two <br /> questions. The first is as follows: <br /> • Can the Planning Board delay action <br /> on the request pending receipt of <br /> the results of the Alternative <br /> Systems Study requested by the Board <br /> of Commissioners? <br /> There are no standards contained in Section 7.2 .8 to <br /> guide the Planning Board in its recommendation or the <br /> Board of County Commissioners in its decision whether <br /> to grant an extension of the requirement that <br /> construction start and proceed at a reasonable rate <br /> within 12 months of the approval of the permit. There <br /> are, likewise, no time tables contained in the <br /> ordinance for action on a request for an extension. It <br /> does seem to me, however, that a request submitted <br /> after February 1, 1988—for an extension of a permit <br /> which will expire on July 6, 1988 should be acted on <br /> within a reasonable time of February 1, 1988 . I do not <br /> think delaying action on the request to a point at or <br /> beyond the expiration date of the permit is reasonable. <br /> Your second question is as follows: <br />
