Collins responded that many of these conditions would be addressed prior to or during the final plat approval process. Best stated that he felt most of the conditions should be addressed before the presentation of a preliminary plat. Collins responded that these conditions are all generally done between preliminary and final plat approval. (Boland left the meeting at 8:50 p.m. ) Taylor asked the basis of:.the easement connecting the dedicated recreation/open space to the Heritage Hills Recreation Area. Crudup responded that the recommendation was from the Orange County Recreation Departent. She noted also that a representative of the Heritage Hills Homeowners Association had indicated it would be beneficial to connect the two sites, particularly since citizens who are not residents of Heritage Hills use their recreation area. Best asked if the dedication of the northern right-of-way stubout would be to Orange County and not NCDOT. Jacobs noted it could be added as condition #13 to read: That the northern right-of-way stubout be dedicated for public use to Orange County. MOTION: Best moved approval with the 13 conditions. Seconded by Cantrell. Best asked if the restriction in condition #12 could at some point be lifted if a non-ground absorption system were found that would make those lots buildable. Crudup responded that lifting that restriction would require a plan submittal and would be another major subdivision.
