Collins responded that these <br /> conditions are all generally done between <br /> preliminary and final plat approval. <br /> (Boland left the meeting at 8:50 p.m. ) <br /> Taylor asked the basis of:.the easement connecting <br /> the dedicated recreation/open space to the <br /> Heritage Hills Recreation Area. Crudup responded <br /> that the recommendation was from the Orange <br /> County Recreation Departent. She noted also <br /> that a representative of the Heritage Hills <br /> Homeowners Association had indicated it would be <br /> beneficial to connect the two sites, particularly <br /> since citizens who are not residents of Heritage <br /> Hills use their recreation area. <br /> Best asked if the dedication of the northern <br /> right-of-way stubout would be to Orange County <br /> and not NCDOT. Jacobs noted it could be added as <br /> condition #13 to read: <br /> That the northern right-of-way stubout be <br /> dedicated for public use to Orange County. <br /> MOTION: Best moved approval with the 13 conditions. <br /> Seconded by Cantrell. <br /> Best asked if the restriction in condition #12 <br /> could at some point be lifted if a non-ground <br /> absorption system were found that would make <br /> those lots buildable.
