Obtain approval of the erosion control plan <br /> and apply for the required grading permit <br /> prior to any site disturbance. <br /> 9. Provide a 30-foot public pedestrian and non- <br /> motorized vehicle access easement to connect <br /> the dedicated recreation/open space to the <br /> Heritage Hills Recreation Area. <br /> 10. On the final plat, label the 5.86 acres on <br /> Price's Creek as "Dedicated to Orange County <br /> for Recreation/Open Space Purposes. " <br /> 11. Combine lots 26, 2744 .and 28 with other lots <br /> or label them as belhg of restricted <br /> development potential and not for building <br /> purposes. If labeled on the plat, a written <br /> notice of the restriction -must also be <br /> recorded. <br /> Pilkey noted the number of conditions regarding <br /> stormwater management and asked if the Erosion <br /> Control Officer, Warren Faircloth had reviewed <br /> these plans. Crudup responded that those <br /> conditions were in response to review and comment <br /> by Mr. Faircloth. <br /> Eddleman asked what criteria were used for long- <br /> term stormwater management in regard to this <br /> subdivision. Crudup responded that the <br /> stormwater management plan is intended for <br /> maintenance of the ten-year design standards. <br /> A stormwater management plan has been <br /> submitted and reviewed by Mr. Faircloth. His <br /> comments indicate he will need to discuss the <br /> construction of a detention pond with the <br /> developer. Eddleman noted that his concern <br /> related to comments made by OWASA regarding <br /> relocation of proposed roadways_to minimize <br /> runoff. Crudup responded that the proposed road <br /> follows an old road bed in many places in order <br /> to access the property. <br /> Jacobs noted that condition #6 addresses some of <br /> the concerns expressed by Eddleman. <br /> Jacobs expressed concern with the number of <br /> conditions of approval for this preliminary plan <br />
