1-11) a IT' <br /> 13 169 <br /> Under the Orange County Zoning Ordinance <br /> provisions, public streets are a permitted use in <br /> the stream buffer. The proposed location <br /> minimizes grading since it makes use of the <br /> existing road bed. A second access point at the <br /> northern end of the site is unavailable at this <br /> time; however, the applicant has provided a stub <br /> out which may provide access in the future if <br /> adjacent parcels are developed. <br /> Orange Water and Sewer Authority submitted <br /> comments regarding effective stormwater <br /> management, effective, permanent sedimentation <br /> • <br /> and erosion control measures, and septic tanks in <br /> a water supply watershed. OWASA's suggestion of <br /> drainage easements and a stormwater <br /> management structure have been included as <br /> conditions of approval based on similar comments <br /> from the County Erosion Control Supervisor. With <br /> regard to the proposed use of roadways for <br /> carrying runoff, the issue will be addressed with <br /> revisions/additions to the stormwater management <br /> plan as required by the Erosion Control <br /> Ordinance. Any grassed swaleg. or other drainage <br /> structures located within the public road <br /> right-of-way will become the responsibility of <br /> NCDOT at the time the roads are accepted for <br /> State maintenance. Until that time, the developer <br /> must maintain all drainage/erosion control <br /> facilities which will be monitored by the County <br /> Erosion Control Staff. <br /> OWASA also recommended that consideration be <br /> given to alternative septic tank system design <br /> and maintenance concepts as suggested in their <br /> review of previous projects (dual-drainfields, <br /> identification of primary and reserve drainfield <br /> areas in the field and on the plat and deed, <br /> regular inspection and maintenance program, <br /> etc. ) . The developer has worked very closely <br /> with the Orange County Health Department and <br /> retained the services of a soil scientist in <br /> order to determine the most suitable locations <br /> for septic tank systems. Following previous <br /> recommendations from OWASA, the Board of County <br /> Commissioners considered requiring drainfield <br /> ations to be shown on subdivision plats. <br /> The Commissioners decided not to make this a <br /> requirement until additional information can be <br /> obtained on the costs of implementing such a <br /> policy. <br /> Warren Fairclothr the Erosion Control Supervisor, <br /> reviewed the preliminary plan and determined that <br />
