Impervious surface limitations and density <br /> requirements could differ under our <br /> development standards in watershed areas. <br /> The proposed plan meets the watershed <br /> protection standards set forth in the Orange <br /> County Zoning Ordinance. Carrboro requires an <br /> additional 20 foot setback from the stream <br /> buffer. Applicable sections from Carrboro's <br /> regulations are attached. <br /> • , <br /> 8. Proposed grading would be needed for all <br /> streets and drainage facilities. Detailed <br /> stormwater calculations would be required to <br /> insure adequacy of the proposed facilities. <br /> Grading and erosion control plans must be <br /> approved by the County prior to the issuance <br /> of a grading permit. Additional measures for <br /> stormwater management have been recommended <br /> by the Erosion Control Supervisor and are <br /> attached as conditions of approval. <br /> 9. Correspondence from the Army Corps of <br /> Engineers would be required for the <br /> construction work within the regulated 100 <br /> year floodplain (ie. either a permit or <br /> written verification that a permit will <br /> not be needed for the work) . <br /> The County will require that the applicant <br /> provide a registered engineer's calculations <br /> and certification that improvements to the <br /> road crossing at Price's Creek will not <br /> decrease the flood carrying capacity of the <br /> stream. This will also be—reviewed by the <br /> Hydrologic Division of NCDOT. <br /> The Carrboro Staff had additional concern with <br /> (1) the location of a portion of Oak Crest Drive <br /> in the stream buffer, and (2) the need for a <br /> second access for emergency vehicles to the <br /> northern end of the subdivision should the only <br /> entrance to the site become impassable. <br />
