The <br /> applicant has obtained an access easement <br /> (included in the agenda packet) from the adjacent <br /> property owner to extend Booth Road to serve the <br /> subdivision. The N.C. Department of <br /> Transportation has begun work to improve the <br /> alignment of and pave Booth Road from its <br /> intersection with U.S. Highway 15-501 to the <br /> point where State maintenance ends (indicated on <br /> the preliminary plan) . The developer will <br /> construct to State standards the portion of the <br /> road to connect the State improvements with the <br /> proposed subdivision. <br /> The applicant proposes tä dedicate to Orange <br /> County 5.86 acres of recreation/open space along <br /> Price's Creek. <br /> All applicable agencieehave reviewed the <br /> preliminary plan for Oak Crest. NCDOT has <br /> approved the road plans provided that a right-of- <br /> way dedication is recorded which extends the <br /> right-of-way for Booth Road- to the property line <br /> of the proposed subdivision. The dedication will <br /> be accomplished when the easement agreement is <br /> approved by the County Attorney and <br /> subsequently recorded with a plat of the <br /> easement. <br /> Mary. Anne Black, the Director of Recreation and <br /> Parks, recommends that the Commissioners accept <br /> the dedication of 5.86 acres provided that it be <br /> noted on the final plat as " Land dedicated to <br /> Orange County for public recreation/open space <br /> purposes. " Ms. Black also recommends that some <br /> type of access be provided connecting the <br /> proposed dedication with the Heritage Hills <br /> Recreation Area. A 30-foot public pedestrian <br /> •and non-motorized vehicle access easement has <br /> been included as a condition of approval. <br /> The. Town of Carrboro had the following comments/ <br /> reammendations: <br /> 1. A semi-opaque screen would be needed between <br /> the adjacent recreational area and the single <br /> family lots. <br /> Screening between residential and <br /> recreational land uses is not required by <br /> either the Zoning Ordinance or the <br /> Subdivision Regulations.
