Box 336 <br /> Jones Ferry Road <br /> Carrboro, North Carolina 27510 <br /> Dear Everett: <br /> I would like to respond to several issues that are of <br /> mutual concern to the Orange Water and Sewer Authority and <br /> Orange County. <br /> First, the Orange County Board of Commissioners at the <br /> regular meeting on February 16, 1988 unanimously approved a <br /> committee of the Planning Board Chairs and Planning Directors <br /> of Chapel Hill; Carrboro and Orange County that will meet <br /> with the OWASA' technical ,staff to determine the pros and cons <br /> of OWASA becoming more involved " in the ownership and opera- <br /> tion of small community water and wastewater facilities. <br /> This action was: in response to an earlier request from Edward <br /> Mann, OWASA Chair,. to Shirley:Marshall, 'County Commissioner <br /> • Chair. After _ collaborative- review and .assessment, this <br /> Committee would report back to the jurisdictions for comments <br /> prior to OWASA making. a final decision:- I would suggest that <br /> OWASA assume responsibility in conducting the committee <br /> process. <br /> . , Second.;.. the . 0range County Board of Commissioners . <br /> considered a policy question regarding the delineation of <br /> primary and back-up nitrification fields on preliminary and <br /> final subdivision plats at their regular meeting of March 15. <br /> - • This issue emerged from a recommendation by OWASA that the <br /> fields be-denoted on_such_plats. <br /> 'Preliminary information - obtained from County <br /> Environmental Health personnel indicates that it is possible <br /> • to enact the above referenced policy but at a greater cost to <br /> both the applicant and the Health Department. (See attached <br /> memorandum.) Until more detailed assessment of the costs <br /> required for such a policy is determined, the administration <br /> has recommended and the Board has approved that delineation <br /> of primary and back-up nitrification fields on subdivision <br /> plats not be required.
