This interim policy will be reconsidered following the <br /> completion of the comprehensive watershed study, which is in progress. <br /> Although present plans do not call for OWASA to extend public utility <br /> services into the watershed area or the Rural Buffer, OWASA must be able to <br /> provide such services within these areas in the event it is determined <br /> necessary and appropriate in the future. <br /> OWASA staff again reaffirms its request that public sanitary sewer easements <br /> be reserved in addition to the typically required drainage easements. The <br /> Planning Department has stated that Orange County's "current policy" is to <br /> prohibit the extension of public water and sewer service into protected <br /> watersheds and the Rural Buffer area. Regardless of the present policy, the <br /> possible need for future extension of public sewer service into these areas <br /> should not, be dismissed. The advanced provision of easements will permit <br /> future public sewer extensions to be undertaken in a more timely and <br /> economical manner than would otherwise be possible, in the event they are <br /> determined necessary. <br /> The project site is located upstream of and in close proximity to the <br /> Heritage Hills Subdivision wastewater pumping station and gravity sewer <br /> system. That system was built about twenty years ago. From an engineering <br /> standpoint, this system could be extended to the project to replace on-site <br /> wastewater disposal systems if that action were necessary in the future. <br /> The developer of this project should be required to provide public sewer <br /> utility easements (minimum width of 30 feet) to facilitate the timely <br /> extension of public sewer service into and through the proposed subdivision <br /> in the event such action is needed.
