The developer has worked very closely with the <br /> Orange County Health Department and retained the <br /> services of a soil scientist in order to determine the <br /> most suitable locations for septic tank systems. <br /> Following previous recommendations from DWASA, the <br /> • • Board of County Commissioners, considered requiring <br /> • drairfield locations to be,:.s5biwn on subdivision plats. <br /> The Commissioners decided noZto make this a <br /> requirement until additional information can be <br /> obtained on the costs of implementing such a policy <br /> (refer to attached 3/18/88 letterWtrom the County <br /> Manager).- <br /> Warren Faircloth, the Erosion Control Supervisor, <br /> ' • reviewed the preliminary plan and determined that 30- <br /> foot drainage easements would be necessary in certain <br /> • locations, • rd that a detention pond would be <br /> • . necessary to control the peak rate of runoff .for the <br /> ten-year storm to the predevelopment rate. Mr. <br /> • <br /> Faircloth has also recommended discussion of the <br /> erosion control plan with the developer prior to plan <br /> approval. All of these comments have been attached as <br /> conditions of approval. <br /> The Orange County Health Department has not found any <br /> • <br /> suitable .areas for septic tank disposal on lots 26, . <br /> • .27, and 28. <br /> • <br /> On May 16, the preliminary plan for Oak Crest was <br /> present ed_to_the Planning Board_tor their <br /> consideration. The Planning Board recommended approval <br /> of the plan with the acceptance of 5. 86 acres of <br /> recreation/open space and the following conditions: <br /> 1. Provide restrictive covenants for review by the <br /> County Attorney which include a prohibition on <br /> further subdivision of the thirty-eight (38) lots <br /> shown on the preliminary plan as well as <br /> provisions for maintenance of drainage easements <br /> and stormwater detention facilities.
