Jacobs Trail <br /> could potentially provide a second access to <br /> this property to avoid all traffic being <br /> directed to Ode Turner Road, currently the <br /> sole access. <br /> Dedication of the right-of-way will not in itself <br /> assure any particular future road pattern but <br /> will provide opportunities and options in the <br /> future. <br /> The Planning Staff recommends approval of the <br /> preliminary plan with the extension and <br /> dedication (to Orange County for public use) of <br /> the 50-foot right-of-way from the cul-de-sac on <br /> Jacobs Trail to the eastern property line. <br /> Actual construction of Jacobs Trail would <br /> terminate in a temporary cul-de-sac as presently <br /> shown. The future extension of Jacobs Trail <br /> would be the responsibility of the adjoining <br /> owner at the time the property to the east is <br /> developed and would require that the right-of-way <br /> in the cul-de-sac (above that required for a 50- <br /> foot right-of-way) be incorporated into lots 21, <br /> 22, and 23. <br /> Jacobs asked about the policy change relating to <br /> stubouts and reservation of rights-of-way. <br /> Collins responded that the County Attorney's <br /> concern arises out of the "taking issue" .
