All lots <br /> are proposed to be served by individual wells <br /> and septic tanks. The Rural Residential <br /> designation in the Land Use Plan indicates this <br /> area is suitable for low density residential <br /> development that would not require urban-type <br /> services. <br /> All agencies have reviewed the preliminary plan <br /> for Phase Three Eagles Chase. <br /> The Planning Staff recommends approval of the <br /> preliminary plan subject to the following <br /> condition: <br /> 1. Designate the 50-foot reserved right-of-way <br /> extending from the cul-de-sac on Jacobs Trail <br /> to the eastern property line as a private 50- <br /> foot reserved right-of-way. The future <br /> extension of Jacobs Trail will require that <br /> the right-of-way in the cul-de-sac (above <br /> that required for a 50 foot right-of-way) be <br /> incorporated into lots 21, 22, and 23. <br /> Jacobs asked how Kirk knew this was the final <br /> phase of the subdivision. Kirk responded that the <br /> developer had indicated this was the final portion <br /> of the lot in his ownership. <br /> Pilkey expressed concern with a public road ending <br /> in a private cul-de-sac. Kirk responded that if <br /> the property behind Eagles Chase Phase III was <br /> developed in the future, the developer of the <br /> adjoining property would have to purchase <br /> easement rights. <br /> Eddleman asked if the Planning Staff felt that <br /> the property behind Eagles Chase could become <br /> landlocked. Collins responded that that was not <br /> justification for providing right-of-way through <br /> the property. He continued, noting that if there <br /> was a need for a collector road being extended <br /> it could be required. Collins said that in the <br /> past, the recommendation had been for a <br /> reservation aflsnd for possible future right-of- <br /> way. The difference would be the notation on the <br /> plat regarding the cul-de-sac. <br /> Eddleman asked about the stream buffer. Kirk <br /> indicated that the stream was actually on property <br /> to the south and that the Erosion Control Officer <br /> had requested only a drainage easement. <br />
