5 <br /> • Transmission & distribution construction <br /> ESA <br /> ➢ Over 30 years of experience in solar project development, construction, management <br /> and long term operation of solar systems <br /> ➢ Global development and construction of over 500 solar and thermal installations; ranging <br /> from large scale solar farms to commercial rooftop installations <br /> ➢ Development, construction, and operation of 55 MW, and approximately 20 independent <br /> projects, in North Carolina <br /> ➢ Current North Carolina projects are in the following counties: Clay, Cherokee, Johnston, <br /> Richmond, Moore and New Hanover <br /> ➢ Mace family has owned the property for over 50 years <br /> • Family supports the installation of solar project <br /> • Project is a beneficial use of property that has limited other uses and is <br /> compatible with long term plans of landowner <br /> o Location off main roads with limited access <br /> o Wetland areas surrounding site <br /> o Sewer and water not available on site <br /> o Land is not utilized for agriculture or forestry and uses are not considered <br /> highest and best use by the landowner <br /> o Solar project is compatible use with Mace Trucking and Finish Grade <br /> business on the property <br /> • Provides income from a stranded asset <br /> • Contributes to the property tax base with no cost to the County infrastructure <br /> ➢ Request Class A Special Use Permit from the County for the installation of a solar facility <br /> • Property currently zoned R1 (Rural Residential) <br /> o Land appropriate for low density and low intensity development not <br /> dependent on urban services <br /> o Solar project is low intensity and does not require urban services <br /> • County allows installation of a utility scale solar project on R1 zoned property <br /> with Class A Special Use Permit <br /> • Project Reviewed by: <br /> o Planning & Inspections Department <br /> o Solid Waste Management <br /> o Department of Environment and Park and Recreation <br /> o Erosion Control Officer <br /> o Fire Department <br /> o NC State Environmental Review Clearinghouse <br /> o Planning Board <br /> • Unanimous recommendation for approval on August 3rd <br /> • Public hearing held with no opposition <br /> Permitted Use (chart) <br /> Site Plan (map) <br /> Findings of fact <br /> ➢ Findings of fact for special use permit (UDO § 5.3.2(A)(2)) <br /> Commissioner Rich: Can I ask a question, Mr. Chair? <br />
