37 <br /> Planning Director's Recommendation: The Planning Director recommends approval of the <br /> Statement of Consistency, indicating the amendments are reasonable and in the public interest, <br /> contained in Attachment 2 and proposed amendment package contained in Attachment 3. <br /> Planning Board Recommendation: At its August 3, 2016 meeting, the Board voted unanimously <br /> to recommend approval of the Statement of Consistency and the amendment package. Draft <br /> minutes from this meeting are included in Attachment 5. <br /> Following the August 3rd Planning Board meeting, County Attorney staff completed their review <br /> of the proposed text amendments. As a result of the review, edits were made to the proposed <br /> amendments. The edits made after the August 3rd meeting are identified with yellow <br /> highlighting in Attachment 3. Due to the edits made to the proposed text amendment package <br /> following Planning Board recommendation, the Orange County Attorney's Office determined the <br /> amendments would need to be presented to the Board at the September 7, 2016 Planning <br /> Board meeting for a second review and recommendation before the September Quarterly Public <br /> Hearing. Planning staff will present a summary of the Planning Board's discussion and <br /> recommendation for the BOCC at the September Quarterly Public Hearing. Agenda materials <br /> from the September 7, 2016 Planning Board meeting can be viewed at: <br /> http://www.orangecountync.gov/SeptemberPlanningBoardPacket.pdf. <br /> Unified Development Ordinance <br /> Text Amendment <br /> Modify Use Standards <br /> Quarterly Public Hearing <br /> September 12, 2016 <br /> Item D.4 <br /> Purpose <br /> To hold a public hearing on a Planning Director initiated text amendment to the Unified <br /> Development Ordinance (UDO) that would establish standards to allow certain principal uses to <br /> include a small component of other specific uses in the O/RM (Office/Research and <br /> Manufacturing) zoning district. <br /> Proposed Amendments <br /> • Proposed Revisions to: <br /> • Section 5.14, Standards for Manufacturing, Assembly, and Processing <br /> • Section 5.17, Standards for Miscellaneous Uses <br /> • Packet includes the proposed amendments in "track changes" format <br /> • Renumbering and reformatting of identified Sections <br /> Proposed Amendments <br /> • Establish use standards to allow certain principal uses (Industrial (Light), Research <br /> Facility, or Research and Manufacturing Facility) to include a small component of other <br /> specific uses in the O/RM (Office/Research and Manufacturing) zoning district. <br /> • Allow for additional uses that primarily serve and support the needs of the business, <br /> facility, and employees involved in the principal use as part of an overall project without <br /> overpowering the intended purpose of the O/RM zoning district. <br /> Proposed Amendments (chart) <br /> Public Notification <br />
