She said cost would be <br /> the same with either process. <br /> PUBLIC COMMENT- D.1 <br /> Chris Cole said he is appreciative of the standards, and he suggested taking out all of <br /> the manufacturing uses on the permitted uses tables. He also suggested waiting until someone <br /> purchases property before re-zoning, since he would rather have a manufacturing plan rather <br /> than a waste transfer station near him. He said he is in favor of economic development, as <br /> long as it is not noisy or smelly, and does not affect property values. <br /> Mark Marcoplos referred to the drive thru issue, and said he was on the Planning Board <br /> in 2010 when this was last discussed. He said at that time, the idea of having a public <br /> education campaign on pollution, etc. in reference to drive thrus was discussed. He said he <br /> thought it was a good idea at that time, and suggested implementing the same idea now. He <br /> said cars idling in carlines at schools emit far more gas than at a drive thru. <br /> Commissioner Jacobs asked Perdita Holtz if page 21, oil and gas extraction, should be <br /> excluded. <br /> Perdita Holtz said sector 21 was not listed, and if it is not listed it is not prohibited. <br /> Perdita Holtz said staff would talk with the Attorney's office, and would come back to the <br /> Board. She said staff was under the impression that only the sector number had to be <br /> considered, but that does not seem to be the case now, so the Attorney's guidance will be <br /> needed going forward. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Price to <br /> close the public hearing and approve Item D.1 and adopt the proposed amendment by <br /> approving the Resolution (Attachment 2). <br /> VOTE: UNANIMOUS <br /> PUBLIC COMMENT— D.2 <br /> NONE <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Rich to <br /> close the public hearing and defer discussion to a later date for a Board of County <br /> Commissioners meeting and to include the drive thru issue—within next 60 days. <br /> James Bryan said the Board may want to leave the Public Hearing open. <br /> Commissioner Dorosin amended his motion to keep the public hearing open, and for this <br /> item to be brought back to the November 1st Board of County Commissioners' meeting. <br /> Commissioner Rich accepted amended motion. <br /> VOTE: UNANIMOUS <br /> Commissioner Jacobs asked the Clerk to notify individuals in tonight's audience when <br /> this item comes back on the Board of County Commissioners' agenda. <br /> PUBLIC COMMENT— D.3 <br /> Jeff McQueen is here to represent the Hillsborough Church of Christ, and the church is <br /> waiting with interest in this item since it is located in the re-zoning area. He said the church is <br /> happy to host neighborhood discussions on this topic. <br /> Neal Corina said he is also a representative of the church, as well as a resident in the <br /> area. He said it makes sense to defer an item and discuss more thoroughly. <br />
