24 <br /> of the UDO in that the use is in harmony with the area in which it is to be located and the use is <br /> in compliance with the plan for the physical development of the County as embodied in these <br /> regulations and in the Comprehensive Plan based on competent material and evidence entered <br /> into the record of these proceedings, including: <br /> • Staff abstract and attachments, including the SUP application and site plan, <br /> presented at the September 12, 2016 Quarterly Public Hearing. <br /> • Staff testimony on the project and its compliance with various provisions of the UDO. <br /> • Applicant sworn testimony from the public hearing. <br /> • Attachment 1 of the September 12, 2016 Quarterly Public Hearing package including <br /> the following: <br /> o Detailed project narrative (pages 13 through 33) <br /> o Site plan completed by ESA Management as contained in Attachment 2. <br /> o Staff review comments as contained in Attachment 4. <br /> • Comments from the BOCC, Planning Board, and the general public. <br /> And <br /> • A lack of competent material and substantial evidence entered into the record <br /> demonstrating the project's lack of compliance with established standards. <br /> A motion was made by Commissioner Rich, seconded by Commissioner Price to approve <br /> the Special Use Permit including the imposition of the conditions detailed within Attachment 8 of <br /> the abstract package. <br /> VOTE: UNANIMOUS <br /> Commissioner Jacobs: Mr. Chair, may I bring up a few things that arose, that are not a part of <br /> this particular process, but were related? Does staff have pictures of pages 86 and 87? I don't <br /> know if the Maces are here. But these pictures— it's pretty disturbing to think we're just leaving <br /> all this—these leaking barrels and plastic containers and piles of garbage for eternity on this <br /> site, without any remediation in the works. Do we have pictures? <br /> Chair McKee: If the owners are here, I would be willing to give you the pictures as we have it in <br /> our packet. <br /> (A family member in the audience came forward and received pictures from Commissioner <br /> Jacobs.) <br /> Commissioner Price: Page 90 also. <br /> Commissioner Jacobs: thank you. I just wanted to tell Mr. Sandifer that it was the Town of <br /> Woodland. They had 3 solar arrays, and the citizens opposed a fourth. The Town got accused <br /> of saying that they would suck up all the energy from the sun, but it was actually the husband of <br /> a science teacher that testified, who said that. It wasn't the Town. It became a big national <br /> story. <br />
