19 <br /> o As previously addressed, project meets all County standards for a Solar <br /> Array <br /> Conclusion <br /> (a) The use will maintain or promote the public health, safety and general <br /> welfare, if located where proposed and developed and operated <br /> according to the plan as submitted; <br /> (b) The use will maintain or enhance the value of contiguous property <br /> (unless the use is a public necessity, in which case the use need not <br /> maintain or enhance the value of contiguous property); and <br /> (c) The location and character of the use, if developed according to the plan <br /> submitted, will be in harmony with the area in which it is to be located <br /> and the use is in compliance with the plan for the physical development <br /> of the County as embodied in these regulations or in the Comprehensive <br /> Plan, or portion thereof, adopted by the Board of County Commissioners, <br /> Chair McKee: Questions from the Board on any of this presentation, either by staff or by <br /> Applicant? Commissioner Dorosin. <br /> Commissioner Dorosin: So if this permit gets approved, what is the timetable from starting <br /> construction to it being up and running. <br /> Brian Quinlan: It's about a six-month process, basically, to build the finished design, and then <br /> build the system. So the construction period is about six months. It's actually the shortest <br /> period of all the process that we go through. <br /> Chair McKee: Other questions? Commissioner Rich. <br /> Commissioner Rich: Are the panels made in America? <br /> Brian Quinlan: These panels —we haven't finalized selection — but I would say probably they <br /> will not be made in America. There are only two panel manufacturers in the US at this point. <br /> Commissioner Rich: That is sad. <br /> Brian Quinlan: It is. <br /> Chair McKee: Does that conclude everyone that you all had that you wished to speak? <br /> Merrick Parrot: Yes, that concludes our testimony for this evening. As Mr. Quinlan stated, we <br /> believe we have met all of the applicable standards of the UDO. We believe that we have met <br /> our burden as the Applicant to provide competent material and substantial evidence here this <br /> evening, and ask that you do approve the Special Use Permit in front of you. I understand that <br /> there may be additional people speaking tonight, and want to reserve the right to rebut or ask <br /> cross-examination as needed.
