1 <br /> APPROVED 10/18/2016 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> QUARTERLY PUBLIC HEARING <br /> September 12, 2016 <br /> 7:00 P.M. <br /> The Orange County Board of Commissioners met with the Orange County Planning Board for a <br /> Quarterly Public Hearing on Monday, September 12, 2016 at 7:00 p.m. at the Whitted Building <br /> in Hillsborough, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Earl McKee and Commissioners Barry Jacobs, <br /> Mia Burroughs, Mark Dorosin, Bernadette Pelissier, Renee Price and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEY PRESENT: James Bryan (Staff Attorney) <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> appropriately below) <br /> Chair McKee called the meeting to order at 7:08 p.m. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Pelissier to <br /> add a closed session at the end of the meeting for the purpose of: <br /> [N.C.G.S. 143-318.11(a)(4)] To discuss matters relating to the location or expansion of <br /> business in the area served by this body. <br /> VOTE: UNANIMOUS <br /> Note: The Legal Advertisement for the Quarterly Public Hearing is included in the agenda <br /> packet immediately following the agenda. <br /> A. OPENING REMARKS FROM THE CHAIR <br /> B. PUBLIC CHARGE <br /> Chair McKee dispensed with the reading of the Public Charge <br /> C. PUBLIC HEARING — QUASI JUDICIAL ITEMS <br /> 1. Application for a Class A Special Use Permit—To review a Special Use Permit <br /> application seeking to develop a solar array/public utility station on a 52 acre parcel of <br /> property (PIN 9835-02-9137, no address assigned yet) which is accessed via an <br /> easement from 6519 U.S. Highway 70 West within the Cheeks Township. <br /> Chair McKee said for the project, the purpose of the meeting is as follows: <br /> To review a Class A Special Use Permit application seeking to develop a solar <br /> array/public utility station on a 52 acre parcel of property further identified utilizing PIN <br /> 9835-02-9137, which is accessed via an easement from 6519 U.S. Highway 70 West <br /> within the Cheeks Township. <br /> The purpose of this hearing will be to gather evidence to determine whether the <br /> ordinance's standards have been met.
