D <br /> ( 3) The applicant' s engineer shall provide the <br /> NCDOT, for review and approval , an evaluation <br /> of the load bearing capacity of the bridge and <br /> shall make whatever improve meets are necessary <br /> to certify that the bridge meets NCDOT safety <br /> and construction criteria, including: a) <br /> structures which are to span open streams shall <br /> be designed for hydraulic requirements in <br /> accordance with the Division of Highways <br /> criteria, and b) structures shall be designed <br /> for a minimum live load HS-20 as specified in <br /> the Standard Specifications for Highway Bridges <br /> of the American Association of Highway. <br /> Qffi )� i �l �� c) other requirements, as set forth <br /> in the Subdivision Manual May 1 , 1983 shall be <br /> followed. <br /> ( 4) The applicant shall have performed and shall <br /> post with Orange County an annual bridge <br /> inspection report. <br /> The Manager further recommended that Orange <br /> County ' s consulting engineer be directed by the <br /> Manager to conduct a study and provide <br /> recommendations concerning measures to safeguard <br /> the Lake Orange dam structure and spillway, <br /> including but not limited to, fencing to prevent <br /> public access . <br /> The Board of Commissioners voted to deny the <br /> preliminary plan. The reason for the denial was <br /> concern about the safety of the existing bridge <br /> crossing the Eno River. Concerns were also <br /> expressed about the ability of a home owners <br /> association to maintain the bridge. <br /> The applicant has provided materials that address <br /> the Board of Commissioners concern. They propose <br /> to construct all roads in the subdivision, rebuild <br /> the bridge over the Eno River and extend Lake <br /> Orange Road, all to N.C. Department of Transporta <br /> tion standards. Doing so would adequately address <br /> the Board of Commissioners concern. <br /> The Planning Staff recommends approval with the <br /> following conditions: <br /> ( 1 ) Provide a notation on the Final Plat indicating <br /> restricted development potential if lots 17 and <br /> 18 prove unsuitable for septic systems. <br /> ( 2) Meet with the Recreation and Parks Director <br /> regarding a voluntary donation of an easement <br /> in the 100-year floodplain area adjacent to the <br /> Eno River. <br /> (3) Construction of all roads in the subdivision <br />
