(2) The community association that will maintain the <br /> 05 private streets in the subdivision should establish <br /> capital fund that will be sufficient to replace, in <br /> compliance with NCDOT guidelines (minimum construction <br /> standards for bridges) , the bridge crossing the Eno <br /> River. Capitalization of this fund should be deter- <br /> mined by a qualified engineer and should be based on <br /> the estimated replacement cost being available at the <br /> end of the present bridge's remaining life span. <br /> (3) Meet with the Recreation and Parks Director regarding a <br /> voluntary donation of an easement in the 100-year <br /> floodplain area adjacent to the Eno River; <br /> (4) Provide a 50 foot undisturbed buffer for lots with <br /> frontage on the floodplain area adjacent to Eno River <br /> and frontage on Lake Orange; <br /> (5) The Road Maintenance Agreement for the private roads in <br /> Eno River Estates should indicate that the roads will <br /> be maintained to State standards; and <br /> (6) Include the name of the owner and location of parcel <br /> 2 .45. . 3A, John W. Tolar, on the Final Plat. <br /> The County Manager, in making his recommendation to the <br /> Board of Commissioners, endorsed the Planning Board recom- <br /> mendation and recommended adding the four following condi- <br /> tions: <br /> (1) The Road Maintenance Agreement for the private roads in <br /> Eno River Estates shall indicate that the roads will be <br /> maintained to State standards; <br /> (2) The plat shall include the name of the owner and <br /> location of parcel 2 .45. . 3A, John W. Tolar, on the <br /> final plat; <br /> (3) The applicant's engineer shall provide the NCDOT, for <br /> review and approval, an evaluation of the load bearing <br /> capacity of the bridge and shall make whatever improve- <br /> ments are necessary to certify that the bridge meets <br /> NCDOT safety and construction criteria, including: a) <br /> structures which are to span open streams shall be <br /> designed for hydraulic requirements in accordance with <br /> the Division of Highways criteria, and b) structures <br /> shall be designed for a minimum live load HS-20 as <br /> specified in the Standard Specifications for Highway <br /> Bridges of the American Association of Highway <br /> Officials, c) other requirements, as set forth in the <br /> Subdivision Manual May 1, 1983 shall be followed. <br /> (4) The applicant shall have performed and shall post with <br /> Orange County an annual bridge inspection report. <br /> The Manager further recommended that Orange County's <br /> consulting engineer be directed by the Manager to conduct a <br />
