054 <br /> 1.0 Introduction <br /> 1.1 Purpose <br /> The Governor's Waste Management Board seeks to increase the level of <br /> awareness and understanding of waste management issues in particular, and <br /> environmental affairs in general, among the citizens of North Carolina. <br /> The Board also seeks to stimulate discussion and interaction on <br /> environmental issues among local and'state governments, citizens, and <br /> industry. By promoting citizen involvement, the Board hopes to foster <br /> public trust and productive working relationships with industry, <br /> government, and citizens in the development of safe, effective, and <br /> economical environmental management programs. <br /> The Board believes that many environmental problems can be solved by <br /> a partnership between local and state governments. The Board wishes to <br /> determine the feasibility and effectiveness of developing a broad-based, <br /> county-level Environmental Affairs Board to advise and assist county <br /> commissioners on local environmental issues. <br /> The Waste Management Board will provide matching grants and staff <br /> assistance to at least one county with a population greater than 100,000 <br /> and to one county with a population less than 100,000, for demonstration <br /> projects to develop a broad-based advisory program for environmental <br /> affairs. Upon satisfactory completion of Phase I (section 4.3), the <br /> county will be eligible for a second matching grant and staff assistance <br /> * in the second year (Phase II) of the project. The Board will grant up to <br /> $5,000 per year per county. <br /> 2.0 Eligibility to Receive Grant <br /> 2.1 All county governments are eligible to receive the grant funds. <br /> 2.2 A 20% local match is required to receive grant funds. Local funds, <br /> supplies and/or in-kind services, including staff and volunteer time <br /> may be applied to the matching requirement. <br /> 2.3 Counties are encouraged to seek cooperative agreements with other <br /> parties, such as municipalities, for-profit firms, and non-profit <br /> organizations, to provide matching funds, support, supplies, <br /> technical expertise, and administrative assistance. <br /> 3.0 Scope of Project <br /> 3.1 The project must serve the following functions: <br /> a. Encourage development of a broad-based Environmental Affairs <br /> Board appointed by the county commissioners. <br /> b. Discuss and recommend solutions to local environmental issues <br /> such as waste management, recycling, industrial liaison, <br /> pollution prevention, watershed protection, emergency <br />
