N <br /> Feeder Lines which areas when reached will satisfy the density <br /> standards of this franchise. <br /> Section IX is further amended by suspending the requirement <br /> that the system be fully activated upstream (bi-directional) for <br /> the term of this franchise (not including any renewals) . All <br /> system extensions after the date of this franchise amendment <br /> shall be designed and constructed with upstream (bi-directional) <br /> capability. The requirement that fully activated security <br /> services be provided to subscribers on or before August 17 , 1984 <br /> is suspended for the term of this franchise (not including any <br /> renewals) . <br /> Section XI of the franchise ordinance is further amended by <br /> adding a new paragraph as follows: <br /> Carolina Cable is encouraged to make its local <br /> origination and public access channel programming available <br /> to any other franchised cable operator in Orange County at <br /> the time that cable operator makes its local origination and <br /> public access channel programming available to Carolina <br /> Cable. Carolina Cable is encouraged to carry any other <br /> franchised cable operator ' s local origination and public <br /> access programming when it becomes available to Carolina <br /> Cable . Any charge made by Carolina Cable to another <br /> franchised cable operator as a price for Carolina Cable <br /> making its local origination and public access channel <br /> programming available shall be commercially reasonable and <br /> Carolina Cable is encouraged to provide such programming at <br /> no charge provided the other franchise cable operator <br /> 2 <br />
