SUMMARY OF LITTLE RIVER TAC MEETING <br /> 'a <br /> HELD IN CALDWELL ON JUNE 3, 1987 <br /> PAGE 2 <br /> Deanna Smith asked what types of measures might be taken <br /> in Little River Township to protect the watershed . Bell <br /> stated that zoning, as mentioned by the County Attorney at <br /> the Public Hearing, was the most commonly used method . He <br /> stated, however, that this wasn 't the only way and referenced <br /> a watershed protection ordinance as an alternative. In this <br /> respect, he mentioned Alamance County which does not <br /> currently have zoning . <br /> Calvin Davis mentioned a program of the Soil <br /> Conservation Service aimed at protecting water quality which <br /> is currently in effect in Little River. He stated that it <br /> was a 75% cost-sharing program wherein the SCS will pay up to <br /> 75% of the cost for farmers who implement protective measures <br /> such as converting cropland to grass and building ponds and <br /> basins to trap sediment. <br /> A general discussion ensued on the redistribution of <br /> Little River and Flat River water from Durham back to Orange <br /> County; in particular, the sale of such water to Chapel Hill <br /> and Hillsborough by the City of Durham. The development of <br /> additional water resources in Orange County was also dis- <br /> cussed. Chris Best mentioned the possible expansion of <br /> Corporation Lake along with the figures of $20 million <br /> dollars and 20 years to develop . <br /> Tim McAller asked if the watershed protection request by <br /> Durham had any bearing on the plan. Bell stated that it <br /> didn 't. Chris Best added that the watershed was now <br /> documented in the plan whereas it wasn 't before. Bell stated <br /> that the adoption of watershed protection measures would, <br /> however, be a means of implementing the plan. Deanna Smith <br /> asked if the TAC would be involved if watershed protection <br /> measures were considered for implementation. Bell stated <br /> that the TAC would be involved in essentially the same manner <br /> and time frame as with the plan update, i .e. , comment on <br /> proposals, public hearing, recommendation to the Planning <br /> Board, etc. <br /> Bell then stated that what the TAC needed to focus upon <br /> was the Draft Land Use Plan and what kind of recommendation <br /> they wanted to send to the Planning Board . He said that a <br /> secondary recommendation apart from the plan might be to <br /> consider an array of watershed protection measures such as <br /> the ones already discussed, i . e. , Soil Conservation Service, <br /> Watershed Protection Ordinance, Zoning, and Sedimentation and <br /> Erosion Control Ordinance. Bell stated that work was getting <br /> underway on an updated plan for Cedar Grove Township with the <br /> goal of going to Public Hearing in November.
