, <br /> . 10 <br /> 17. RESOLUTIONS FOR THE NCACC ANNUAL CONFERENCE <br /> None. <br /> 18. ANIMAL CONTROL FEES FOR 1987-88 <br /> Albert Kittrell outlined three different proposals for license <br /> fees to be charged for dogs and cats -- spayed/neutered or <br /> unspayed/unneutered. <br /> Commissioner Carey stressed that the fees must be high enough to <br /> provide an incentive to the pet owner to get their pet spayed or neutered <br /> while at the same time make it economical for the owner to get animals <br /> spayed and neutered. <br /> Discussion ensued on the different proposals and the effective <br /> date for the new fees. The present fees will remain in effect until the <br /> new fee schedule is adopted. <br /> Motion was made by Chair Marshall, seconded by Commissioner <br /> Hartwell to keep the fee for 1987-88 at $5.00. The Board will consider a <br /> proposal and act on a policy that will deal with registering and setting a <br /> rate for spayed and unspayed animals before the tax abstracts are to be <br /> printed. <br /> VOTE: UNANIMOUS. <br /> 19. MORATORIUM ON ENFORCEMENT OF ANIMAL CONTROL ORDINANCE <br /> The Animal Protection Society has requested that a moratorium be <br /> placed on enforcement of the proposed animal control ordinance until an <br /> Animal Control Director has been employed. <br /> Motion was made by Commissioner Hartwell, seconded by <br /> Commissioner Carey to adopt an effective date of January 1, 1988 for the <br /> enforcement of the revised Animal Control Ordinance that was approved on <br /> June 16, 1987. <br /> VOTE: UNANIMOUS. <br /> 20. DISCLOSURE FORMS FOR COMMISSIONERS <br /> After a brief discussion it was decided that a standard form <br /> would be prepared by the County Attorney that may be used by the Board <br /> members for disclosure purposes. <br /> 21. LEGAL SERVICES CONTRACT <br /> Motion was made by Commissioner Carey, seconded by Chair <br /> Marshall to approve the legal services contracts with Coleman, Bernholz, <br /> Dickerson, Bernholz, Gledhill and Hargrave effective July 1, 1987 for a <br /> sum of $3, 000 retainer fee each month and an hourly charge of $75. 00 for <br /> services performed. <br /> VOTE: UNANIMOUS. <br /> H. APPOINTMENTS <br /> The following appointments were made: <br /> COMMISSION FOR WOMEN - Judy Jacobs and Lucy Lincoln <br /> ECONOMIC DEVELOPMENT COMMISSION - Elaine Parker <br /> DOGWOOD ACRES SANITARY DISTRICT BOARD - Barbara Lawler. <br /> I. ADJOURNMENT <br /> With no further business to come before the Board, Chair Marshall <br /> adjourned the meeting.
