Conduct interviews with IT Department staff to gather their input on staffing and <br /> organizational structure. <br /> i. Conduct best practices research, utilizing both public and private sector IT department <br /> structures, to determine ideal staffing and structures. <br /> j. Conduct best practices research to help guide the Orange County in the strategic <br /> investment in technology. This research will include assessments of current successful <br /> strategies and investments in both public and private sector organizations. <br /> k. Prepare draft reports <br /> 1. Articulate current strengths, weaknesses, opportunities, and threats. <br /> m. Identify current public administration and technology trends that will impact the County. <br /> n. Highlight success stories within the County. <br /> o. Identify future projects for the County (focused on infrastructure, hardware/ software, <br /> applications,personnel, training, and policies/procedures) <br /> p. Present alternative suggestions for appropriate staffing level and organizational structure <br /> for the County's IT Department to County Management based on current workloads, <br /> resource levels, skill sets, and prioritization of technology investments. <br /> q. Offer commonalities identification between departmental efforts <br /> r. The report will also feature two distinct sections: one section will focus on enterprise <br /> technology efforts while the other section will outline key projects warranted for <br /> individual departments. <br /> s. Conduct review/priority setting sessions with elected officials, senior management team, <br /> and selected staff, as jointly determined by the Orange County Manager, IT Director, <br /> and UNC faculty member. <br /> t. Prepare final strategic information technology plan and executive summary. <br /> u. Present final plan to elected officials, management, and staff, per Orange County <br /> Manager's discretion. <br /> 4. Duration of Services <br /> a. Term. The term of this Agreement shall be from October 2016 to March 2017. <br /> b. Scheduling of Services. <br /> i) The Provider shall schedule and perform its activities in a timely manner. <br /> ii) Should the County determine that the Provider is behind schedule, it may require <br /> the Provider to expedite and accelerate its efforts, including providing additional <br /> resources and working overtime, as necessary, to perform its services in <br /> accordance with the approved project schedule at no additional cost to the <br /> County. <br /> iii) The Commencement Date for the Provider's Basic Services shall be upon receipt <br /> of signed contract. <br /> 5. Compensation <br /> a. Compensation for Basic Services.
