4 <br /> FINANCIAL IMPACT: Continued residential growth in both school districts is expected to result <br /> in school capital costs which can be recouped by charging new residential development for its <br /> proportional impacts on school facilities. Attachment 6 provides Historical Impact Fee Activity. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Receive a presentation by staff. <br /> 2. Discuss the topic as desired. <br /> 3. Authorize finalization of the school impact fee study reports by the consultant <br /> (TischlerBise). <br /> 4. Adopt one of the proposed Ordinances as follows: <br /> a. Attachment 2 if impact fees are to be charged by bedroom counts, if applicable, for <br /> each housing type. <br /> b. Attachment 3 of impact fees are to be charged using the calculated average for <br /> each housing type. <br /> c. Additionally, the BOCC can choose to adopt different MSIF percentage levels from <br /> those listed in the ordinances and/or a different phasing timeline. <br />
