3 <br /> 1 • Typical array is between 7-9 feet in height, with approximately 2-3 feet of ground <br /> 2 clearance and approximately 50-75 feet in length. <br /> 3 • Arrays will be screened by: <br /> 4 - 100-foot setbacks; <br /> 5 - 65-80 foot wide stream buffers; and <br /> 6 - 50 feet wide Type D Land Use Buffer. <br /> 7 • 8-foot high chain link (with barbed wire) security fence shall surround the perimeter. <br /> 8 • Gravel paths/drives will permit access by technicians to service the panels. <br /> 9 • Vehicular access to the site is restricted by an access entry gate and gravel drive via a <br /> 10 30-50 foot wide easement (via PIN 9835-10-3858) to an existing driveway onto US <br /> 11 Highway70. <br /> 12 <br /> 13 SITE PHOTO —SURVEY OF PROPERTY <br /> 14 <br /> 15 SITE PLAN (map) <br /> 16 <br /> 17 REVIEW PROCESS <br /> 18 <br /> 19 Step ONE: NEIGHBORHOOD INFORMATION MEETING <br /> 20 Held on Wednesday July 27, 2016. <br /> 21 Approximately 6 people attended. <br /> 22 Attendees asked questions about solar facilities in general, the proposed layout, potential for <br /> 23 noise, visibility, and landscaping along perimeter. <br /> 24 STAFF COMMENT: The required NIM was held on July 27, 2016 from 6:00-7:30 p.m. in <br /> 25 accordance with the UDO. <br /> 26 <br /> 27 STEP TWO: PLANNING BOARD REVIEW <br /> 28 Review the request and make a recommendation to the Board of County Commissioners <br /> 29 (BOCC) on the project's compliance with specific development standards (Section 5.9.6) and <br /> 30 the general standards (Section 5.3.2 Special Uses) of the UDO. <br /> 31 STAFF COMMENT: On August 3, 2016, Planning Board members gave their <br /> 32 unanimous recommendation(s)for approval by the BOCC. <br /> 33 <br /> 34 REVIEW PROCESS <br /> 35 <br /> 36 STEP THREE: PUBLIC HEARING <br /> 37 The BOCC holds a public hearing to allow the applicant and other interested parties to provide <br /> 38 sworn testimony related to the proposal. <br /> 39 STAFF COMMENT: The required public hearing will be held at the September 12, 2016. <br /> 40 <br /> 41 STEP FOUR: DECISION <br /> 42 The BOCC will review the Planning Board recommendation as well as any other evidence <br /> 43 presented at the hearing, deliberate, certify the record, close the public hearing, and then render <br /> 44 a final decision. <br /> 45 <br /> 46 STAFF INITIAL REVIEW: <br /> 47 • The applicant has submitted documentation required for the review of the project. <br /> 48 • The applicant has submitted required documentation for a Class A Special Use Permit <br /> 49 (i.e. required by Section 2.7.3). <br />
