24 <br /> 1 of the UDO in that the use is in harmony with the area in which it is to be located and the use is <br /> 2 in compliance with the plan for the physical development of the County as embodied in these <br /> 3 regulations and in the Comprehensive Plan based on competent material and evidence entered <br /> 4 into the record of these proceedings, including: <br /> 5 <br /> 6 • Staff abstract and attachments, including the SUP application and site plan, <br /> 7 presented at the September 12, 2016 Quarterly Public Hearing. <br /> 8 • Staff testimony on the project and its compliance with various provisions of the UDO. <br /> 9 • Applicant sworn testimony from the public hearing. <br /> 10 • Attachment 1 of the September 12, 2016 Quarterly Public Hearing package including <br /> 11 the following: <br /> 12 o Detailed project narrative (pages 13 through 33) <br /> 13 o Site plan completed by ESA Management as contained in Attachment 2. <br /> 14 o Staff review comments as contained in Attachment 4. <br /> 15 • Comments from the BOCC, Planning Board, and the general public. <br /> 16 And <br /> 17 • A lack of competent material and substantial evidence entered into the record <br /> 18 demonstrating the project's lack of compliance with established standards. <br /> 19 <br /> 20 A motion was made by Commissioner Rich, seconded by Commissioner Price to approve <br /> 21 the Special Use Permit including the imposition of the conditions detailed within Attachment 8 of <br /> 22 the abstract package. <br /> 23 <br /> 24 VOTE: UNANIMOUS <br /> 25 <br /> 26 Commissioner Jacobs: Mr. Chair, may I bring up a few things that arose, that are not a part of <br /> 27 this particular process, but were related? Does staff have pictures of pages 86 and 87? I don't <br /> 28 know if the Maces are here. But these pictures— it's pretty disturbing to think we're just leaving <br /> 29 all this —these leaking barrels and plastic containers and piles of garbage for eternity on this <br /> 30 site, without any remediation in the works. Do we have pictures? <br /> 31 <br /> 32 Chair McKee: If the owners are here, I would be willing to give you the pictures as we have it in <br /> 33 our packet. <br /> 34 <br /> 35 (A family member in the audience came forward and received pictures from Commissioner <br /> 36 Jacobs.) <br /> 37 <br /> 38 Commissioner Price: Page 90 also. <br /> 39 <br /> 40 Commissioner Jacobs: thank you. I just wanted to tell Mr. Sandifer that it was the Town of <br /> 41 Woodland. They had 3 solar arrays, and the citizens opposed a fourth. The Town got accused <br /> 42 of saying that they would suck up all the energy from the sun, but it was actually the husband of <br /> 43 a science teacher that testified, who said that.
