7 <br /> FTA FISCAL YEAR 2016 CERTIFICATIONS AND ASSURANCES <br /> but not limited to, obtaining sufficient documentation from each Subrecipient and any <br /> other Third Party Participant as necessary to assure your Applicant's compliance with <br /> the applicable Certifications and Assurances selected on its behalf. <br /> Except as FTA determines otherwise in writing, if your Applicant is a team, consortium, <br /> joint venture, or partnership, it understands and agrees that you must identify the <br /> activities that each member will perform and the extent to which each member will be <br /> responsible for compliance with the Certifications and Assurances selected on its behalf. <br /> You also must identify each member's role in the Award, whether as a Recipient, <br /> Subrecipient, Third Party Contractor, or other Third Party Participant. <br /> It is important that your Applicant and you also understand that these Certifications and <br /> Assurances are pre-award requirements, generally imposed by federal law or regulation, <br /> and do not include all federal requirements that may apply to it or its Award. We expect <br /> you to submit your Applicant's FY 2016 Certifications and Assurances and its <br /> applications for federal assistance in FTA's electronic award and management system, <br /> currently the Transit Award Management System (TrAMS). You must be registered in <br /> TrAMS to submit to FTA your Applicant's FY 2016 Certifications and Assurances. <br /> TrAMS contains fields for selecting among the twenty-three (23) Categories of <br /> Certifications and Assurances and a designated field for selecting all twenty-three (23) <br /> Categories of Certifications and Assurances. If FTA agrees that you are unable to submit <br /> your Applicant's FY 2016 Certifications and Assurances electronically,you must submit <br /> the Signature Pages at the end of this document, as FTA directs, marked to show the <br /> Categories of Certifications and Assurances that you are submitting. <br /> Be aware that these Certifications and Assurances have been prepared in light of <br /> • The Fixing America's Surface Transportation (FAST)Act, Public Law No. 114-94, <br /> December 4, 2015, <br /> • The Moving Ahead for Progress in the 21st Century Act (MAP-21), Public Law <br /> No. 112-141, July 6, 2012, as amended by the Surface Transportation and Veterans <br /> Health Care Choice Improvement Act of 2015, Public Law No. 114-41, July 31, 2015 <br /> and other authorizing legislation to be enacted, <br /> • FTA's authorizing legislation in effect in FY 2012 or a previous fiscal year, except as <br /> superseded by the FAST Act cross-cutting requirements that apply, and <br /> • Appropriations Acts or Continuing Resolutions funding the U.S. Department of <br /> Transportation during Fiscal Year 2016. <br /> 2 <br />
