The Charge as adopted by the Board of Commissioners and the final <br /> recommendations of the Work Group are included in the attached report. <br /> The items on which the Work Group reached consensus as well as options by which to <br /> address unresolved issued have been included in the Public Hearing Notice for November <br /> 30, 1994.
