2 <br /> I-40/OLD N.C. 88 ECONOMIC DEVELOPMENT DISTRICT WORK GROUP <br /> CHARGE: <br /> To develop a specific proposal for the I-40/Old N.C.86 Economic Development District and the area <br /> east and west of Old N.C. 86 between I-40 and I-85 that will be responsive to the majority of interests <br /> listed below; and to present the proposal to the Orange County Board of Commissioners and the Town of <br /> Hillsborough no later than October 1, 1994. <br /> INITIAL TASKS: <br /> 1. Address the inclusion of public participation in proposal development if any is desired beyond that <br /> included in the Charge and Guidelines; and <br /> 2. Confirm the Charge and agree on a tentative time frame for conclusion of the group's work. <br /> GUIDELINES: <br /> 1. 10 members will be appointed to a Work Group as follows: <br /> a. Board of Commissioners Stephen Halkiotis <br /> Verla Insko <br /> b. Hillsborough Town Board Evelyn Lloyd <br /> Allen Lloyd <br /> c. Orange County Planning Board William Waddell <br /> Larry Reid <br /> d. Hillsborough Planning Board Stuart Munson <br /> Appointment pending <br /> e. Orange County Economic Development Steve Yuhasz <br /> Commission Richard Williams <br /> 2. Citizens will be encouraged to come and participate,but representation will be listed to the above <br /> groups; and citizens will be given the opportunity to make statements or raise questions during <br /> each meeting. <br /> 3. A County representative should serve as Chair. <br /> GENERAL INTERESTS (As identified at BOCC Retreat): <br /> 1. Avoiding urban sprawl; <br /> 2. Preserving protected watersheds and groundwater supplies: <br /> 3. Encouraging bicycle and mass transit transportation in and between urbanized areas: <br /> 4. Protecting and preserving farmland and open space; <br /> 5. Developing an appropriate mix of residential and non-residential development, including <br /> commercial; <br /> 6. Encouraging fiscally responsible development; <br /> 7. Involving neighborhood residents in the planning process; and <br /> 8. Enhancing the revenue base of the Town and the County. <br />
