She noted that there are several <br /> possibilities for the handling of such an <br /> easement such as a non-profit conservation <br /> organization or the Homeowner's Association. <br /> According to a letter from the County Attorney, <br /> Orange County should be a third party beneficiary <br /> in order to ensure that the County will review <br /> any and all changes in the agreement. <br /> Willis noted that agency comments have been <br /> incorporated into the Resolution of Approval. <br /> Willis noted that initial correspondence from <br /> NCDOT indicated that the aprons of the private <br /> roads within the dedicated right-of-way must be <br /> paved.
