44 <br /> Rosemond expressed appreciation for the work of <br /> the developer noting that she felt it was a <br /> substantial improvement over the previous concept <br /> plan. She noted concern with the link up of <br /> roads for future development in the area. She <br /> referred to the request of the Fox Hill <br /> developers to present a phasing plan asking if <br /> the same could apply to this project. Willis <br /> responded that Fox Hill Farm is all in one <br /> ownership and that is not the case for this <br /> project. The adjacent properties are not the <br /> same ownership, so, a phasing plan cannot be <br /> required. Willis continued that the Planning <br /> Staff would be coordinating as best they can, but <br /> there are limitations as to what can be required <br /> with individual ownership. There is an access <br /> easement that will be recorded with the plat. <br /> Rosemond asked if the circular road on the plan <br /> could serve as an access point for the most <br /> southerly development. <br /> Burklin asked about access from Cedar Pass Road. <br /> The developer,. Arthur Cogswell, responded that <br /> access is not obtainable from the property owner <br /> who claims ownership of Cedar Pass Road. <br /> Brown noted that after the previous meeting where <br /> this concept plan was presented, news articles <br /> had indicated that the development along with a <br /> golf course had been approved. She asked if <br /> Staff was aware of plans for a golf course. <br /> Willis responded that she was not aware of any <br /> plans for golf courses. She noted that golf <br /> courses are allowed by right in this zoning <br /> district, but that no plans have been indicated <br /> or presented to the Planning Department for a <br /> golf course. <br /> MOTION: Jobsis moved approval as recommended by the <br /> Planning Staff. Seconded by Burklin. <br /> VOTE: Unanimous. <br /> b.
