It is zoned <br /> Rural Buffer and designated Rural Buffer in the Land <br /> Use Element of the Comprehensive Plan for Orange <br /> County. <br /> The property is wooded with Duke Forest to the west and <br /> Emerson Waldorf school to the east. The tract is <br /> 19. 534 acres in size with eight (8) new residential <br /> lots proposed. <br /> Access to seven of the proposed lots will be provided <br /> by extending Blackwood Mountain Road, which is an <br /> existing public road. The other lot will be served by <br /> Pathway Court which is an existing private right-of-way <br /> developed with Heartwood at Blackwood Mountain. The <br /> Heartwood Development accesses onto Mill House Road. <br /> In 1992 a traffic count on Mill House Road indicated <br /> 390 trips per day near the intersection with N.C. 86. <br />
