30 <br /> NCDOT has indicated that they will require turn- <br /> arounds at the end of Trail Drive and Wagon Farm <br /> Road. <br /> The Planning Staff recommends approval of the <br /> Preliminary Plan for Wagon Farm Trails Phases I, <br /> II, III and IV subject to the conditions <br /> contained in the Resolution of Approval (copy an <br /> attachment to these minutes on pages ) . <br /> Barrows asked if Lots 1 & 2 could have a joint <br /> driveway so that lot 1 could access internally. <br /> Kirk responded that this plan begins with lot 5. <br /> Lots 1 and 2 were approved previously as part of <br /> a minor subdivision. <br /> MOTION: Reid moved approval as recommended by the <br /> Planning Staff. Seconded by Burklin. <br /> VOTE: Unanimous. <br /> (4) Hardscrabble Phase III Section I <br /> ( 14 Lots - Eno Township) <br /> Presentation by Eddie Kirk. <br /> The property is located along the Orange/Durham <br /> County line north of St. Mary's Road (SR 1002 ) in <br /> Eno Township. Access to the property is from <br /> Durham County through Berwick Place which is a <br /> road in Phase II of Hardscrabble. Approximately <br /> 29.73 acres in Orange County are proposed to be <br /> developed in this section with 12.09 acres in <br /> open space. Fourteen ( 14) lots are proposed with <br /> lots from 1.001 to 1.89 acres in size. <br /> The property is zoned Agricultural Residential <br /> and Protected Watershed. It is designated <br /> Agricultural Residential and Protected Watershed <br /> in the Comprehensive Plan. Public roads are <br /> proposed to serve the subdivision. A 150-foot <br /> stream buffer is proposed with the most of the <br /> buffer in open space. <br /> Lots will be served by community water and <br /> individual septic tanks. All lots will receive <br /> access from the internal subdivision roads. The <br /> preliminary plan for Phase II of Hardscrabble has <br /> been approved by the Durham Development Review <br /> Board and the Durham County Commissioners. <br /> The Planning Board approved the Concept Plan for <br /> Hardscrabble Phase III on August 15, 1994 with <br /> one condition: A suitable building site shall be <br />
